The TTL fix works for most carriers. When it doesn’t, here’s what actually does.

VPN on the phone
When: Carrier inspects packets beyond TTL (e.g. video-specific throttling).
Run a VPN app on your phone itself, not your laptop. The carrier only sees encrypted traffic to one IP, so it can't classify or throttle by content type. Pair with the TTL fix for best results.
iptables TTL rule (rooted Android)
When: You have a rooted Android and want zero ongoing maintenance.
Add an iptables mangle rule that sets all outbound TTL to 64 on the phone itself. Survives reboots if added to init script.
Carrier plan upgrade
When: You consistently use more than a few GB tethered per month.
Most carriers sell true unlimited tethering plans. Sometimes it's actually the right call — especially if your current plan is older.
